You can travel to Portugal for any purpose from the UK.

If you are travelling with a printed copy of your UK certificate, make sure it is dated from 1 November onwards so that it can be scanned successfully, if required. Your NHS appointment card from vaccination centres is not designed to be used as proof of vaccination and should not be used to demonstrate your vaccine status.
